At E3 2018, Todd Howard took the stage and announced the premises of the anticipated Fallout 76. It is an always online Fallout game with new rendering technology.

Yes, Fallout 76 is going to be an "always online" type of deal. As Bethesda's Director Todd Howard put it, it is an online open world survival game with every character you meet being another player. No NPCs outside of the robot butlers you start with. Every character you meet is another person from around the globe.
You can technically steal play "solo" as in you can be a lone wolf type of character relying on no one but yourself. However, a true single player mode is yet to be confirmed. They did not talk about any story or lore during the press conference. It just said that the map will be 4 times bigger than Fallout 4's Boston.
It is set in West Virginia as a lot of trailer surgeons predicted. Howard also said that instead of promising hundreds of players on the same map at the same time, they will only have dozens of players playing in the same map. That will make for a more apocalyptic atmosphere.
Civil interactions will be less than likely since the dynamic regions of the wasteland will inspire some people to be more on the Evil Karma side. Howard also said that they placed some nuclear missile sites on the map that is free game for anyone who wants to use it.
Fallout 76 is also built using new rendering technology for new rendering, lighting and landscape effects. The trailer showcased that with better looking visuals from flora, armors even buildings. Building bases is also back from the Settlement system of Fallout 4 and it is optimized for multiplayer usage. You can build your base on one place and stay there for a bit but if things get a bit heated and dangerous then you can easily pack up and leave.
Bethesda also promises that the online experience is a priority. They are looking to have dedicated servers up and running in the future with a promised beta phase soon.
Fallout 76 is slated for a November 14, 2018 release.
